EU removes Panama from tax haven blacklist

The European Union removed Panama and Vietnam from its tax haven blacklist on Friday, saying Panama had met global standards on sharing tax information and changed a regime of exemptions for foreign-source income that the EU considered harmful.

The EU said Vietnam was also removed after undertaking reforms.

The updated list contains eight non-cooperative jurisdictions: American Samoa, Anguilla, Guam, Palau, Russia, Turks and Caicos Islands, the US Virgin Islands and Vanuatu.

The blacklist was created in 2017 after scandals including the Panama Papers. Panama was removed in 2018 before returning to the list in 2020.
